The Biden Administration took a significant step towards making our communities safer by finalizing a new rule on April 11, 2024, that clarifies who is considered “engaged in the business” of selling firearms. This crucial rule mandates that more gun sales undergo background checks, addressing dangerous loopholes and ensuring that guns don’t fall into the wrong hands.

This was a major victory. At GIFFORDS, we fought for this change for more than a decade. The rule brings us as close as we’ve ever been to the goal of universal background checks, a policy supported by 90% of Americans—but now it’s under attack.
