Dwight Evans

US House Pennsylvania — 3rd District Democrat
Congressman Dwight Evans represents Pennsylvania’s 3rd Congressional District, which includes large portions of the city of Philadelphia. He was first elected in a special election in November 2016 and previously served as a state representative for 36 years. During his time in the state legislature, Representative Evans earned a reputation as a pragmatic leader who knew how to put policy above politics and make ideas matter. In 1990, Congressman Evans made history when he became the first African American chairman of the Pennsylvania House Appropriations Committee, a position he held for two decades.

Throughout his career, Congressman Evans has always put a tremendous focus on ending gun violence. When running for mayor of Philadelphia in 1999, Representative Evans made suing gun manufacturers a key part of his campaign platform, and in Congress, he has been a lead co-sponsor of the Equal Access to Justice for Victims of Gun Violence Act, which would repeal the Protection of Lawful Commerce in Arms Act—a law that provides immunity to firearm manufacturers, distributors, and dealers, denying survivors of gun violence their day in court. 

In Washington DC, Congressman Evans has played an instrumental role in introducing the Resources for Victims of Gun Violence Act, which would establish an interagency council to gather and disseminate information about the resources, programs, and benefits that can help victims of gun violence, as well as the VICTIMS Act, a bill which would provide law enforcement agencies with the funding needed to investigate shootings and to support victims. Representative Evans has also strongly advocated for the passage of a national background check law, the closing of the Charleston Loophole, and for numerous other gun safety priorities throughout his time in state and federal office.

With our gun safety majority in the House on the line this November, it is critical we reelect gun safety champions like Congressman Dwight Evans. We know that he will always work to keep his community safe and to reduce spiking rates of violence across Pennsylvania. His commonsense approach to this issue is crucial, and we need to do everything in our power to ensure that he remains in Congress next year.
